fix(cli): show resource command help for invalid arguments
Shows resolved command help after invalid command-specific arguments without changing the machine-readable load-arguments path.

The draft remains open with unresolved review threads around extension output ordering, bounded drain behavior, metadata-missing or zero-argument command validation, explicit hosting failure classification, and extension-specific regression coverage. The latest upstream workflows on the current head are still `action_required`, so repository CI has not run without maintainer approval.
